It definitely looks like an unfinished piece, I still think it's pretty good though because it almost looks as an soreal image of what's inside SHODAN's mind.
That empty background kinda flaws the image though, I do like the hands reaching to SHODAN though, that's probably the idea behind her "children" reaching for perfection, isn't it? or maybe that's just her "children" reaching their hands to warm their mother.
I'm just guessing here, still, good work
