This is the Holocaust Memorial in Miami (Beach), it's dedicated to the 6 Million Victims of the Holocaust. The hand is 42 foot high and made of bronze.
The Sculpture of Love and Anguish, which includes an Auschwitz number on the forearm and 130 human figures cast in bronze in various forms of anguish.

It makes me feel sick when I think about what my (and our neighbour country) has done so many years ago, you can really see the pain and the horror in this Memorial.
