Yeah, it's part of her disguise.
As Miss Thunder, she can toss 18 - wheelers, leap miles into the air and shrug off explosions with ease.
But she has to hide that when she's just Penny in her day-to-day life. Being stuck at 850+ lbs means she has to act as if she has mobility problems. She usually has a motorized wheelchair to get around town but around her apartment, she uses a cane.
