In manga Deoxys was one strong bastard, and Mewtwo barelly win... but WIN not lost as you want us to believe...
As for anime... Mewtwo from anime would be unbeatable for him... u saw that in first Movie he had the power to control weather time and space...
Also considering Lucario, Mewtwo and Deoxys... well Lucario suck.. he doesn't stand a chance against genetic and dna pocemon...
