It's never been said, but some fans (Like me) believe that HRE did grow up to become Germany. In history, HRE broke off into different groups and the area that is Germany now was a big part.
Not much is known about Ludwig "Germany" unlike the other members of the Axis.
I believe that HRE lost his memory in the war, Prussia found him, made HRE his little brother, and renamed him Ludwig. Because of the wars, Ludwig was known as Germany and Prussia joined him as East. (Short for East Germany)
