My favorite part about Splash Woman's stage is that she's Weak to the Bee weapon (dunno what its called.
It was frustrating when she swam up so the bees make it so much easier.

I voted for splash woman because at the time I voted it was clear napalm man wouldn't win. Though he was my favorite in those gameboy games where megaman is nothing but a program in some sort of pokedex.
