Actually none of them are any canon characters, they are all random unnamed ponies. The faction is the Enclave, if you have played Fallout you know who they are I assume

BoS defanatelly in my book. Though you still have to wonder how there influince wanes were they haven't gone before. I still prefer the ninjia rought. Kill them all sell the stuff. Tech for all.

They both are. Enclave and Rangers all want something for them selfs. All i want is freedom for the wasteland. The tech that each possess could save millions of future genarations to come. Thats why i kill both.

Yeah... they did have there draw backs when Lilpip came around and things really started hitting the fan. The government system for pegisi at the time really needed a lift. Mabye evenaully th BoS/Apple Jack's rangers would be able to help them get back on there toes. But the experiments they did to try to control the Diamond Dogs so they could "purify" the wasteland i wasn't too happy about. I haven't read though Black Jacks story yet. But when i do get the time i'll see how they turn out.
And considering how much food they have with cloud seeding. Yeah i' sure they would be able to rebuild things.

Actually from a technical standpoint, Little Pip is a villain in this puzzle. She is an anarchist and fights for anarchy. And sure mind controlling the diamond dogs is perhaps immoral, but considering what they have become it was needed, they are hindrance to the rebuilding of Equestria due to their hostileness towards ponies. And the Enclave does not have that much food, they have just enough to support their population, I mean you have to get permission from the Government just to get new foals, which kinda speaks volumes that their food is limited.
And lastly I would not suggest combining Project HorizonΒ΄s lore with Fallout EquestriaΒ΄s, they should both be enjoyed as individual works that has nothing to do with eachother. Yes I know Project Horizons is supposed to be in "FoEΒ΄s lore" but in all seriousness it is quite controversial towards it, why I suggest you dont count it.

The poplation was led to beleive that everypony below the cloudline was contamanated with the poisen of the land. At least a few came to the shocking realisation of what the Enclave really were doing when the SSP pealed back the cloudline.

With enough time and cloud control they could(baised on how the SSP works) build near the towers and make more crops to support a growing population. Only thing they'd need to do is make sure the tech kept working.
The Diamond Dogs were scavangers like the rest of the ponys. They only know how to hunt because thats how they survived for all those years. But when there chief died that changed them ever so slightlly and most retreated into what was left of Everfree or gone elsewere(basiclly they are sort like the mutents in FO:NV).
I'll keep that in mind when is start to read it. But i've gotten subtle hints that Lilpip is in it with Blackjack. I'm.... not going to hold my breath on that note though.

I for one despise what the author of Project Horizons did with Little Pip, I cannot tell for spoiler reasons. If feels like he is just using her to ride on FoEΒ΄s success and cheapskate some easy fame. Dropped the story a lot for me.
