Zapfish cold war must come to an end!
Both Octarians and Inklings can coexist pacefuly while sharing energy resources. Inkling government must realize that the tension between both nations can be relieved with minimum impact. In its stubbornness, they keep a surplus of zapfish that is both unnecessary and detrimental to others.
Please call your representatives to push this initiative of tolerance and mutual understanding.

The big problem isn't in providing the Octarians with zapfish. It's in getting DJ Octavio to swallow his pride and accept them. He's too focused on avenging his people's defeat in The Great Turf Wars a century ago to just accept them.

This is very similar to a personal concept (which is also partially headcanon.). In which an "external force" (humans from an alternate dimension) gift a new energy source to the octarians and inklings:HyperMatter. (Delivered by an ambassador.)
