Photo of the house points in the Hogwarts Castle at the Wizarding World of Harry Potter theme park in Orlando. I was quite offended when I saw this actually - WHY ON EARTH IS RAVENCLAW IN LAST PLACE??? Ravenclaw is supposed to have intelligent, creative, and witty students, so why can't we at least beat the loyal and friendly Puffs? (No bias here at all.

Ravenclaw has clearly lost one too many Quidditch games of late.
I know! When I saw this when I visited Hogwarts Castle last year, I was like 'Dad? What hell?!'. It was him who came up with the idea of them having lost too many Quiddich games and that they need to get themselves a new seeker. But seriously, this is disgraceful. I have nothing against Hufflepuff doing well, but Ravenclaw usually comes in third. Though, I bet if Hogwarts didn't have Quidditch, they'd win the house cup every year.

it's not always about intelligence that you get the points. sometimes being witty and creative can come out at the wrong times, and if the wrong times happen in front of teachers, you lose points.

If I were the Headmaster of Hogwarts, I would put a spell on the House Points to make it so that points can only be taken from a given house if actual rules have actually been broken.

Haha! Me too! Except I think I would go so far as to make the house points predominantly regulated by magic, instead of professors/students. I'm sure you could spell it to award points when students get questions right, and deduct points when rules have been broken... But, it should still allow a professor to adjust, if necessary. For example, if a professor disagreed with it deducting points for something, they should be able to add them back. Or, they should be able to give points or deduct points for other things that could go beyond simple school rules/answering questions. I think this could potentially work.

Canon shows us that Dumbledore and McGonagall are biased in favor of their former House to the extent that they give large numbers of points for major rule-breaking (see Books One and Five). And we're frequently told Snape is biased, though he may be compensating for the near-universal anti-Slytherin prejudice at Hogwarts. That explains why Gryffindor and Slytherin are so far ahead.
We don't know to what extent Sprout and Flitwick favor their Houses. Hufflepuff focuses on group achievement, so Sprout may not single out individuals for awards as often as other professors. (Saith Stan Lee: If there are no winners, there can't be any losers.)
And Ravenclaws (including Flitwick) probably figure out early on the essential unimportance of House points and the House Cup. They have more important things to do. They're here to learn, not engage in trivial competition.

Thanks for the thoughtful comment! Yes, I do believe this representation of points is supposed to adequately represent the series. (I'm sure they didn't just randomly decide who should be in 1st, 2nd, 3rd, and 4th.) However, I'm still pretty unhappy about Ravenclaw being in last. Even though Ravenclaws have better things to do, you would think their intelligence alone would score their house tons of points in the classroom...

I would think so also.
Maybe Flitwick doesn't give points for good grades because good grades are supposed to be a reward in themselves. And the other professors think good grades are normal for Ravenclaws so they give points only for extraordinarily good work, not for good work that would win points for the other Houses.
It does seem odd that Hufflepuff should be below Ravenclaw, since the (invalid) prejudice against Hufflepuff is that they're mediocre. Hufflepuff at the bottom would fit the pattern better. On the other hand, JKR obviously likes Hufflepuffs better than she likes Ravenclaws, even if she does make the Puffs out to be losers.
