Bens eyes are different because while hes at the institute they give him his eye drugs in pill form with his food at every meal time of the day so hes given an extremely lower dosage than he does in the future where he's seen dumping it all over his face n stuff
the school counselors prescribed it to him when he started school

Yeah I think so, cause from what I remember, on the earlier pages when Ms. P was first introduced, there was a link in the bio of that page leading t a vid with Tomino in it, saying that Ms. P's design was based off of her. Although I'm not gonna check the link myself cause that vid freaks me out, lol..
