you unpack the ZIP and then open the PNG in paint.

Sorry if I confused you  

ill try to explain it more clearly;

1.right click ZIP folder and click "extract all" 

2.right click the PNG file in the Chibi wolf base folder and select "open with" and click on Paint to use. {the PSD should have a blue icon}
