That girl with blue hair is called Botan from Yu Yu Hakusho. Other then having blue hair, which is common for anime characters, and pink eyes- I see no resemblance to Yukari.
Her original design was loosely based around the show Sailor Moon with similar character 'aspects' due to the creator of YYH being/still is/ married to the person who created Sailor Moon.
Both shows were roughly created around the same time frame. Though Sailor Moon has recently been given a 're-boot' I'd rather, as a personal opinion, preferred to have seen Yu Yu Hakusho be re-mastered.
Maybe one day~

I would die and go to heaven if yyh got a remake! But undoubtly it would never have the same spark as the original ♥
