Seraphim, because of his ability to grab souls, reload, reset, and increased power in all of his attacks. Β Another is the the 7 souls protect and fight with him. Β Frisk is able to use the gaster blaster above his head to cut the strings and Chara is able to use the knife to also cut the strings.
So... Β ...Seraphim has this in the bag.
P.S. He can grab souls with patience but Error has it, but but he can still reload or reset to get it back, so again, in the bag
P.P.S. Take a close look at Error he looks really sad as if he's off on a wrong foot or something, Β he's crying. Β LOL, he deserves it.
P.P.P.S. How is Error grabbing the souls they aren't in the wings, the wings just have eyes the color and shape of the souls.

I bet ya Seraphim will win. He's got the souls, plus, he's got Chara on his side (most of the time), and there's also the fact that he took on Gaster with Chara's help and managed to scare him enough to flee.
I don't know about you, but if I am constantly in the void, and something else scares me half to death, I'm pretty sure that thing got into the void deliberately. And probably just to kill me.
