There's so many free ones out there (or ones you can get dodgily): Paint Tool Sai (dodgily gotten), Medibang, Firealpaca, Gimp, Freshpaint, Graphiter, Photoshop, Corel Art etc.

I use Medibang mostly, but I've also used Freshpaint (for quick, mostly 'watercolour' paints) and Graphiter (for pencil sketching).
