That's Fofa.
Baby planes bear strong resemblances to young seals, having a large amount of blubber which they store until they are a year old. At that age, the baby grows its landing gear and its engines begin to bud.
This is a few days after rescuing Fofa and Allure. ConcordeJet and Victor had found a rental and were searching for a large house and property to raise Fofa on. Allure is exhausted due to digesting much needed food as he was emaciated when Victor and ConcordeJet found them.
