She was one of those characters that was so close to making it on this roster. 90 characters doesn't give me a lot of room for newcomers, so Zelda, Mario, and Pokemon were the only franchises to get two newcomers. Ghirahim and Tetra were higher priority, even though Midna's play style would be amazing. Other characters that were REALLY close to making it but didn't get in were:

Prince Fluff/Waddle Dee

It's always hard to say how a roster is organized, because there will always be bias in a roster. And I made this roster more as a sample, but I can go through the character selection process briefly.

I first decided on how many slots there would be. Then I put down every character in Smash Wii U/3DS (not including Mii Fighters and Random). My first selections were based on who I felt could be the most likely newcomers for the next Smash Bros. or who I felt like really deserved a slot (Toad, Waluigi, Inkling, Takamaru, Ridley, Isabelle, Popo, Wofl, King K. Rool, etc.).

Other choices were made based on who I felt like would add more variety to the roster but were still popular choices, and that made some characters seem less reasonable than others. For example, Agnes is a JRPG magic using female fighter, which is similar to Micaiah. Rather than using the one Fire Emblem slot I had open for Micaiah, I decided it would be better to represent Bravely Default with Agnes and to give the FE slot to Lyn, who has been heavily requested and would have a unique play-style compared to other characters (I figured her play-style would be most similar to Takamaru or Marth).

Tetra was added to give the Wind Waker/Phantom Hourglass/Spirit Tracks side of Zelda more representation, while Ghirahim served as a strong villain role. I thought he had more obvious and a wider range of potential moves for Smash Bros. than Skull Kid. Not including spin-off Mario characters, Mario and Zelda have an equal number of fighters.

I May Question Tetra a Little Bit, Because That Would Leave Three Female Zelda Characters, All of Which are Alter Egos of Zelda.
