SAINTS ROW, AKA the GTA clone where you do crazy stuff. I love the game for the fact you can create Any character you like, from a visual standpoint. Wanna be an Evil Classy Spaniard Mafia boss? Nop prob. wanna be an Ex yakuza Girl who loves to mess around with explosives? No problems. wanna be an buff Latina chick Who can go toe to toe with luchadores? No problems!This one is one of my Lates Variations on The character, referred in-game as BOSS. I named her Eri "boss" Chiyoko

Well, there saints Row 3, which I found Hilariously fun, Then I tried Saints row 2, which runs not very well on my machine, but I like it better. Saints row the third feels kinda dumbed down compared to SR2.

Saints row is More Like GTA in the main line, being serious, more or less, dealing with Gangsta stuff, While being axe crazy, feces spraying, Helicopter gunmen, Grenade trowing bastard in the minigames. Saints Row the third just makes everything crazy.

Saints Row 2 is also a lot more varied. Like, Lot's more mini game, each gang has it's own Plot line, etc.

While you could choose Individual gang members in Saints Row the third, 2 only let's you choose the overall theme of the Gang. However, when it comes to clothing, the choise is far greater, with clothes overlapping (There are 3 layers of clothing for the upper body alone! from shirt to Coats! 4 if you count the bras). So really, character customization is much better in Saints Row 2, along with a more varied map, an very interesting city to explore, better gangs, and running trains. Oh, and there are many sewers, caves, and underground location unlike in SR3.

Well... there is the Pirating Option, but I think you will frown upon that...
You can buy it off retail if you can found, and then Put the key on steam, and activating it there.
That, or you can set your steam Options tho show that you live in... Dunno, Austria, or whaterver.
