Anyway, I gotta say, I love the. Oldies of this. They go well together. I don't know if it's just me, but I think the colour of the hair really stands out, which is good :3
I also love the background for some reason. I know it's not as detailed, but I love it.
The eyes are pretty cool, and I like the shine in them.

I don't like critiquing fan characters. I'm sorry, but it seems that i'm afraid of some insensitive loser that says things like "What do you mean, you don't like my fan character?" when the 'fan character' in reality is not as much a sonic character as a 5th graders doodling.
That being said, I believe that this is one ok fan character. What are the pros? Well, this character is certainly unique. What animal is she supposed to be? She looks like some cross between a bat and a hedgehog. Anyway, it looks good. Another pro is the color scheme. That shade of purple certainly seems to work well with the wings and the scarf.
However, this piece also has a few drawbacks. For one, lets talk about the gun. In good context, a gun helps accent the character. But a very important point is that the gun has to be used in context. For example, it would make sense for a character in some kind of armed force or rebel movement to have a gun. However, there is no indication of either on the character, it feels to me like your just giving the character just because. Now, some people might take this as an "overpowering" of the character and would even give it the dreaded "Mary Sue" title.
Overall, I honestly think that you put a lot of effort into this character, and it shows. However, I personally am not sure about the direction of the piece.
