First off, I thought I should mention that I'm really impressed by how you've managed to give a typical cartoon cat more realistic details! (Especially the fur, it looks great!) Most often when I find young artists who draw cats, they get stuck in a simplistic style and refuse to move on. Therefore I think it was refreshing to see this piece in an ocean of coloured, simplistic cats.
However, there's always something that can be improved. For this piece I think what I first noticed was your use of colours. Don't worry I'm not gonna bash you for drawing unnaturally coloured cats, the only thing I wanna say is that overall I see 4 colours who stand out a lot, (including 3 toned down colours) and they are all close to primary colours, which means that it looks a bit too flashy.
Usually it's better to stick with one or two colours that stand out, and maybe use a more natural colour with a coloured tint. I'm primarily thinking about the mouth, because it stands out more than it should in my opinion. What I usually do when I draw headshots is that I give the main focus the strongest colour, like for example the eyes, a necklace, etc.
However, I understand that this is your character and you might not wanna change it too much, but if you're willing to change anything I would recommend a shorter range of strong colours, and a larger focus on using colours for composition. (:
Moving on to the face... I think the face overall looks adorable (especially the nose, that's my favorite part), and I think you pulled off the "big shiny eye" pretty well, although it seems like you have placed the reflections pretty much at random. Much shine doesn't bother me, but it bothers me that there's a reflection on the left side of the eye, even though the fringe should be blocking out light coming from that direction. Otherwise, the eye looks fine.
The expression however, has a few problems. First off, the blush on top of the fur looks unnatural, because... well it's fur and fur doesn't blush. I know it can be difficult to create a "shocked and embarassed" look without a little blush, but adding blush to furry characters is usually looked down upon, simply because it's biologically impossible. The overall expression looks a bit stiff, I think it's mostly because of the mouth. It might be because of the colour, but I also think the mouth could be wider to give a bigger "gasp".
When it comes to technique, I like the way you've drawn the fur, but the ear ring is a bit of a "style clash" if I can call it that. This is just nitpicking, but when the rest of the picture is drawn with big and rough strokes, the sharp lines of the ear ring might look a bit out of place. Don't worry though, all in all I like the technique, I think it stands out, and you definitely have potential.

I am not very faschinated with ''desu'' eyes, if you get what I mean u.u;;
For some reason, the mouth looks kinda wierd to me.. he doesn't look very surprised cause of this.
And hair flips always kinda annoys me hehh -u-;;
Ears are quite big, [link] example of cat ear...
But I hope I didn't offend you in any way, this is a nice piece!
