Mega Man was certainly a very popular gaming icon, but Mario was a cultural icon. He was huge, and still is huge. He was in a lot of ways the face of video games even to those who didn't really get them. I'm sure a lot of gamers prefer one over the other, but in my eyes in the bigger picture it's even a debate who was more popular.
