Oh, it has been a while since I worked on this piece, but I think I can remember the process.
[This part was done in MS Paint] First I started with the round head shape and put out the location of the eyes. After adding the upper body and the arms, I saw that a small tail were more suited then a large one. With the hair I did some research on the web to get her bangs and her color right, as well as the color of her scales and fin. Then I imaged how hair behave in low gravity. Flounder was added in to make the picture bigger.
[This part was done in Photoshop] Using the burn tool, I got somewhat smooth shadows on Ariel that gave her some depth as well as making her eyes pop. The light would have to come from above, naturally, so that part was easy. The background picture was a photo of a coral reef with a fish in the center were Ariel's head is now. I created a different layer with all the pieces from my paint picture, and the ran a filter to make the background more cartoonish.

woah, really? dang. it must've took a long time to do it, huh? I never worked with Photoshop, so in my class, I'm going to try it. and you really did a GREAT job on your artwork, using Photoshop. it was pretty hard, right? or was it easier to do?

It's a hard question to answer, actually. See, in the start I could only use the burning tool to make some shadows in PS, and I never knew how layers, the pen tool or warp were used so I stuck to use the "crappy" but simple Microsoft Paint. Even if I wanted to I could not have been able to make the whole picture in PS 4 years ago. Today however, I believe that I would be able to do it. Still, I do believe that it would take a longer time to make in PS then in Paint. As for the time, I don't think it took over 4 hours of active time. The hardest part is always to be satisfied with the pose and properties, and I think I hit the jackpot rather quick then.
