If it turns out that Warlock isn't actually the main villain (whether that role belongs to Usol, what lies behind the Sin Gate, or something else entirely), if Warlock is just trying to keep Carl from unleashing some arcane evil (as some fans speculate he is), he'd better have a real good excuse for not just saying so in the first place.

Although I like the concept, I don't find Warlock quite as scary as I did Red, and I think there's a few reasons why.
1. The uncanny valley/fuck-that's-not-human thing works best for me with red, where it just lacks facial features in its face (eyes, teeth, etc), it's a sort of nothing-is-scarier. Plus, he's quiet for the first bunch of it.
2. Giygas friggin' scared me as a kid, and the design reminds me of him (apparently that was an inspiration?)
3. Murderer villain is creepier (less understandable) than tyrant villain, inherently. I think Warlock being more talkative makes him a little less creepy and more human-like.
Not necessarily a criticism, but just some thoughts. Certainly looking forward to the next installment, and you are pretty much a god of pixel-art.

As a villain that clearly gluts himself on Zachary's fears and childhood trauma, Red is definitely more terrifying.
However, the story of Replay isn't done yet. And I find that Warlock'sΒ more manipulative methodsΒ (i.e actively killing and capturing any possible aids to Carl + shapeshifting in order to mess with the game's structure) could have a lot more potential for scary or disturbing moments. Plus, we don't exactly know what the meaning of the Seven Deadly Sins are in relation to Carl's manifestation of the game, nor do we know what's behind the sin gate...

Red is prominently more terrifying by default, I think, because there's an absolute lack of control with him. When Warlock opens with warnings and mocks you, there's an exchange of power -- one which Red never had (he one-shotted godzilla in all but his final incarnations, after all).
I can agree on that, though; it can really wind up in a The Thing-esque scenario, where a less-hostile world winds up MORE terrifying because you have absolutely no idea what you can trust. I think Carl's style of narration is also a lot more relaxed/nonchalant, so that probably makes things less creepy on the whole. And it's true -- the first creepypasta didn't really kick into full-swing terrifying until Entropy, so I should probably give Replay more time xD
