I'd imagine it's finished. The symbolism maybe being that she is melding with the world due to the psychedelic effects of the drug that the Caterpillar does. That or perhaps to show her deep connection to the world (her world). That or 'cuz it looks cool. I can't say for sure because I'm not the artist, but I'm fairly sure it's not a WIP.
