Eevee was not originally native to the Ozpin region, but was brought here by overseas travellers and Pokemon breeders. Due to the Ozpin region's abundance of strange energy, Eevee has adapted to a new form, as such, traditional methods of evolving Eevee have no effect, as it is genetically different from its Kantonian cousin.Because of these genetic abnormalities, Eevee is able to evolve into various other Pokemon that it previously could not.

This form of Eevee is similar in appearance to Rockruff, which were native to the region before Eevee were introduced. Due to their similarities, it is not uncommon to see them playing together. Scientist believe that prolonged exposure to the Rockruff is what caused them to alter their appearance, as well as changes in diet, climate, and habitat.
