Ah, I see ^^ No, this isn't Rufus, but his older half-brother Lazard, from the Crisis Core game. He's the executive manager for SOLDIER. Every time you see Lazard's office computer, it's displaying Sephiroth's picture, and Seph tends to get these sly little smiles in that office, like something's been going on in private. It's about as canon as any pairing outside of Zack & Aerith gets, and I just think they're cute together.
Lazard does seem to share Rufus' fondness for white pants, though, now that you mention it.
