Cap's greatest villian is the Red Skull. The Winter Soldier storyline was fairly good, but only because it changed everything that been said about what happened to Bucky and whether or not Cap would be able to fight his former partner.

Ok, I'll give you that, Red Skull is definately Captains Nemesis and one of my favorite villains, but Winter Soldier was a nice addition seeing as The Captain's been at odds with Red Skull for so long it's nice to see a new (well updated) face enter the picture.
