Neither look happy so maybe it's more than just an undercover operation which would at least have them faking smiles so he thinks they are happy to serve. Maybe it's more like they were captured and forced to serve Cobra Commander to spare the others who were captured & told that they would be alive only if they both served him hand & foot. Until the others could escape or be rescued both Lady Jaye & Scarlett have no choice but to obey.

Lady J and Scarlett volunteered to go undercover at the COBRA base to get Intel on Cobra Commander's next plan. Seeing the servant uniforms nearly made them quit, but they remembered that the mission comes first. The physical modifications were a bit of a surprise, but soon they were serving Cobra commander personally, and could learn his plans.
They soon realized they were listening to an idiot, but their communicators had broken. So they had to bide their time, listening to the Commander rant, while trying to think of a way to signal the Joes to rescue them. After they had removed the physical enhancements first.
Until then, they had to serve Cobra Commander, deal with him using them as armrests, while trying to pay attention to anything useful. As the weeks passed by, that escape chance grew smaller and smaller.

Re. Cobra Commander vs. Serpentor, CC is a lot more fun to listen to (RIP Chris Latta) and funnier, too. Scarlett and Lady Jaye wear those outfits well, though Baroness would probably grab Destro by the ear every time he looked at them. Great work and concept.

You know, I've always known Cobra Commander was a pathetic character.
First off, he's a Used Car Salesman who, through a twist of life, became a Terrorist leader.
And now? Dude, he's got women like that at his beck and call, and his Pimp Cup is just that plain thing? Please! Destro should show him how Pimpin' is done with the Baroness! 'Course, she's big pimpin' herself all on her own as well...
