Welll...I guess by grabbing the ammo belts for chainguns from BoS Knights or Paladins, The Courier and Boone will have enough 5mm ammo for when you get your hands on the All-American or other assault rifle carbines.

The weight of your equipped clothing and weapons affects your pickpocket success chances. So, actually, it makes sense for him to be stealing while wearing the Vault Suit instead of, say, Leather Armor; although it'd be even "better" to be wearing nothing at all (the Pip-Boy doesn't weigh anything, so it doesn't count).. but that would be even stranger!
NOTE: Weapons can still be hotkeyed, you just can't have one actually being "worn" for it to not affect your stealing rate. All of these things are a factor in sneaking, but then so are things like shadows, time of day, movement, weight category (Light, Medium, Heavy) etc. which all make a larger difference.

Your high sneak skill more then compensates for the little weight differences of light armours.
Also, plenty of light weight armours that weigh the same or even less then the vaultsuit but look much better.
Have you checked my female courier? She has very light weight clothing... ^^
