Description
Stacy will often take Scout with her when she leaves her apartment, as she wants the Puppet to have the "full human experience". This includes boring trips to Wal-Mart to buy your own Special Mug.
Also, backstory on where they got the design for Scout's new shirt in the other pic.

And making no attempt to hide her from the general public whatsoever. You could definitely pass it off as saying that you're looking for materials for your homemade handpuppet, and even pretend to talk through her to give her a bit more freedom, but what do you do when some poor employee is trying to help you when Scout says:
"Back off you Jolly-Green Fuck. Can't you see that my host and me are busy here?!"
Then again, Wal-Mart employees probably deal with a lot ruder (And a lot stranger) individuals on a daily basis.

Stacy just kinda stops caring after a while. Scout cares more about being found by the government than Stacy does. Especially once they move back to Stacy's hometown.
Also, she wants Scout to get as much of the "Human Experience" as she can, so she doesn't want her to hide all the time.
Pffft! She'd scold Scout for that and apologize, say that there's a voice box in there if she's worried about being caught. She'd also tell Scout to be nice to the poor retail workers.

Not that she'd comply so willingly at first, I imagine. And besides, if I were in her position, I'd probably be more worried about the Handyman Puppets tracking them down then the government.
Though to be fair, most of the sci-fi movies and series Scout might find depicting the government in any capacity would probably still depict them as untrustworthy, so the paranoia is sound.

They're worried about both, actually. Although Stacy wouldn't be opposed to setting the government on the Handeemen. Just so long as she gets to keep Scout, of course, she doesn't really care what might happen to the others.
Although if straight up asked, they'd be more worried about the government. Riley keeps killing off the other Puppets and Hosts, and Stacy's college is actually in a different town than the HQ, so the fear of being tracked down by them is mostly paranoia.

True. And unless Mortimer has more then one spell to help him, I doubt that they could actively track them anyway. Though it would be interesting to see if he does have anything in the way of hiding himself and their operation from unwanted attention like the cops.
