I think it's looks cute c: , but the blur makes dark tones appearing on her skin. Maybe you should use a lower opacity.

mmmm imo the blur its okay, you just need to add detail. what I do is first create a new layer and draw lots of lines throughout all the hair with a 2px brush with pressure sensitivity, then I add some Gaussian blur to the layer, and then create another layer and draw hairs with a lighter color and a 1px brush, but this time less populated.

as for the highlights I use the the same brush and draw them hair by hair with a brush the color of the light, and for straight hair I add a blurry line with a soft round big brush and put on screen mode.

There's too much blur. The hair could use a lot more detail. I've seen an amazing tutorial on digital realistic painting (hair and fur in particular) here on DA, you might want to check it out (just type 'realism tutorial' into the search bar, and you'll find it).
On the other hand, the shape of her face, her features and body proportions seem pretty good, I don't think you failed at all ;D I also like the shading and the soft colors
