The colours are gorgeous, and really fit with Kusanagi's personality and the whole atmosphere of the series. I love the sort of blurry/phased out effect given by the technique you used, it conveys a sense of confusion and mystery that go with her pose, like she's on guard and about to shoot something unknown 8D
My favourite parts are her hair and the colouring on her chest, it has a nice textured look that's very pretty. Upon closer inspection, you can tell that the background is slightly rushed (octopus town? ;D) but I don't think it detracts from the overall piece in any way. The background is more a complement to the character, not the main focus of the drawing at all. No one is going to look at it and go "Ew, crappy background", since they'll be too busy looking at the major herself. Although about her I do have one slight critic, her expression looks a little odd somehow. I think it's mostly due to the distance between her mouth and nose, it seems a bit disproportionate.
Apart from that of course, it is a beautiful piece! I'm a real fan of the colouring and atmosphere you've used. Great job! :3

I wasn't so sure about the composition/pose/colours etc. since I'm not familiar with this series. I actually didn't know that drawing something you don't know anything about would be so hard. *sigh*
Well, to be honest, background is the part I hate the most, because, why yes, it's hella rushed. I can only say I was too tired with this picture and wanted to finish it as soon as possible. Shame on me, though. It would look much better if the background wasn't so... wonky. Ó_o
Ah, and the "octopus town" is kind of a joke included especially for myself. xD

I definitely know how you feeling about drawing an unknown topic, especially fanart, I simply can't do it. I find it rather uninspiring too, but you did a great job!
And don't stress too much on the background, you did such a good job on Motoko it's fine, as long as you're aware of it and keep progressing with your new work. :3
