As I said before, in that episode they made a point to mention they don't need haircuts ever!! xD

Actually Toriyama actually liked GT since his understudy was the one who made a lot of the character designs. Toriyama even went as far as feeling kinda dumb because he didn't think of SSJ4 first.
And Vegeta states a saiyian's hair, but he is not specific about it so he could have just ment the hair on his head and not facial hair. Since their are a few saiyains with facial hair, Nappa & King Vegeta being a good example.
