Sure. But all that aside, she wasn't evil for the sake of being evil, like Black Alice, Cassandra, Spider Princess, or pretty much every monster in the "Delicious Breakfast" series. She just didn't want to be abandoned by her own children. And as a result, was willing to do anything for it. But then again, I doubt anyone would be thinking straight after floating in an empty void for millions of years.
I think I told you this once before, but she saved Luka's life at the end of the game. If she were the spiteful bitch you say she was, she would've let him die, saying something along the lines of "If I can't have my world, neither can you,". You gotta admit, that was rather big of her.
