Not on the outside.  But by the time Ilias was gearing up to do that, she was convinced that mankind wasn't interested in being her friend.  And this was before she did anything naughty.  Imagine creating a world that worshiped you as a god.  But beyond that, couldn't care less about you.  Now add a few millions years worth of pre-existing loneliness and frustration.  Is it any wonder she snapped?

Still, she created two of the three main races in the game. If she wanted a friend, couldn't she have made that clear to them? If not, couldn't she have created a lesser deity to be her friend.

She thought she was making it clear to them.  In the form of her commandments.  They may have seemed like an oppressive ploy to keep mankind under her yoke.  But it was her way of telling mankind to never abandon her.  Was it the best way to go around making friends?  No.  But no one said Ilias was good at making friends.  And yes, there was a part of her that liked being worshiped as a god.  That helped lead her astray, too.

And she did create lesser deities.  The angels, from Micaela down to Cupid.  But as she explains, she felt it was no different from talking to herself.  Since life on Earth arose without her, she felt it was her opportunity to connect with someone that wasn't just a carbon copy of herself.  All it needed was a little nudge in the right direction.
