Wow. This is impressive. I haven't seen a whole lot of your other works, however from what I have seen, I can tell you've put a lot of effort into this. I can only say that is has certainly paid off.
I absolutely love the character design, it's creative and really unique. I am very much a fan of the armor-like theme over the tail, wings and main body. The face piece I think is a really cool touch and gives her a mysterious and haunting look. The combination of fantasy and sci-fi looking theme is really effective giving it a dark futuristic look.
The shading is done really well, and the color pallet used is well blended and not to bright, keeping the haunting look about her. The continuous use of warm to dark colors is well done and use of the red line-art helps the character from getting lost in the other bigger features. Placing is centered and focused, making sure the main body is the center of attention. The anatomy is appealing and despite being unrealistic suits the overall design and cartoonish/anime themed style.
I think that in order to make this a little more dramatic some more highlights on the darker areas and shine to give the image more depth would work well. Try to maybe add not necessarily a background, but some features to even out the picture and give some places of lighting.
Overall, a lovely piece and very well done. You should be proud! Xx

I think about doing something to my OC in RP, and poof, no less than a week later, you draw something that resembles it.

I had plans with the halo, the things in her hair, and the wings.
For the wings, it would actually be armor for her wings, to protect them.
The halo - she has one already - changes because of a form of corruption by dark matter.
The thing in her hair is an enchanted accessory to keep her sane of mind.

She's an OC I made recently! I do need to work on her some more, like think of a backstory and such, although I have some general ideas.
The main idea was to have her as a mascot for my blog though, but I might make a different design for that, I'm still thinking it through!
