have you tried doing variable line art? i don't know how to say it but when you do the line art, the colour of the outline is determined by what it's outlining, aka red outline over a red shirt but then becomes black over let's say their jeans.
technique pixel artist uses, maybe you could try it

I've experimented with that a bit actually, but I've had trouble getting it to look quite right. I might try it again in the future though.
