In the world this story takes place in, space travel is at an advanced case in more ways than our own current technology. However ships capable of flight in atmosphere and in orbit are uncommon due to logistics, and the ones that do exist are limited in terms of how much cargo they can carry due to weight and the size of the instruments required to keep it flying in atmosphere as well as in the harsh environment of space. This keeps long distance exploration and colonization of the open frontiers limited to more traditional methods of transportation and trade.
