This is Bansui Amatsuki from the PS2 game "Bleach: Hanatareshi Yabou". Before Urahara formally founded the Shinigami Research and Development Institute, there were other Soul Society residents besides the imprisoned Mayuri who devoted their interests to Science and Research. One such person was Bansui Amatsuki, a powerful captain class Shinigami that was fascinated with scientific progress. He was even one of the main influences to a young Urahara Kisuke to pursue scientific pursuits.

During his research, he discovered it was theoretically possible to control and suppress the hollowification process, thus making Shinigami obsolete. However the Council found his ideas too heretical and too dangerous, and ordered his arrest and his research destroyed. In his panic, he tried to gather as much of his hollowification research as possible, but in his rush, his unstable experiments exploded, presumably killing him along with all his research.

However, he survived. The explosion turned him into an powerful Arrancar, and he found himself in the deep outskirts of Hueco Mundo. His mind became twisted with rage and revenge against those that wronged him, and he gained a powerful drive to enact revenge on the world that rejected him, which kept him alive and tinkering for many years until he had the power to truly exact his revenge.

He already had exceptionally powerful spiritual pressure compared to an average captain when he was a Shinigami, but after his transformation, whether it had been from the massive amounts of hollow materials in his lab, or simply his own enormous regret and rage, he manifested as an extremely dangerous Arrancar. While he does not prefer physical confrontations, although it is hardly a weakpoint with his level of power and experiance, what is truly dangerous about him is the amount of skills he attained from learning to manipulate the spiritual energy of others. He gained the unique ability to absorb and actively manipulate the spiritual particles around him to a high degree of skill, and even from other opponents if unguarded. He can create weak clones of opponents of those energies he's sampled, and due to his warped continuation of his experiments from when he was a Shinigami, he gained the ability called the "Touch of Evolution." He could turn hollows into imperfect Arrancar, and he could turn weaker Shinigami into dangerous hollows bereft of reason. But despite all this, his more direct arsenal was even more dangerous.

His Arrancar Zanpakuto, which takes the form of a cane with a 4 eyed skull, is Segador Severo. Along with his other natural Arrancar powers, he could fire 4 powerful Ceros from this staff.

But his Resurrección is what makes him exceedingly dangerous even to the most powerful fighters. With the chant, "Reap, Segador Severo", his staff merges with his body, he grows twice as large, the color of his body turns dark and oaken, and he gains 4 eyes just like his staff. But it isn't his size that makes him dangerous in this form, its his control over spiritual energy.

In this form, he can create clones of himself made of any material within his power's range. Clones made of steel will have the consistency of steel, clones made of water will have the consistency of water, and each one is further strengthened by some of his spiritual power.

Not only can he steal the spiritual power of those that he kills for a temporary power boost, but he can even push his own spiritual power into the corpses of his victims, allowing them to fight with all their own abilities but allowing him to see through their eyes and completely control their actions like puppets.

His 4 eyes have the power of mind control if looked upon over a long enough period of time, depending greatly on the person its used against. If his strikes dig deep into his opponent, his power of suggestion is accelerated to the point where he can place visual illusions into their head and slowly strip away their sanity. While he might not be the absolute strongest arrancar in terms of speed or strength without his skills, his manipulation over all spiritual power around him makes him an unheard of level of dangerous.

Shortly after Aizen's betrayal, Bansui makes his own move against Soul Society due to its weakened state, and Urahara employs Ichigo's help as well as Soul Society to finally put his mentor's madness to rest.
