It was created with Photoshop.
For the hair I used a base color of medium tone. Over it I used the smallest brush possible to create some hair patches, and to make it more realistic-impressive I used the dodge and burn tools in photoshop. These are great to easily create natural looking highlights.
For the costume, i used an "airbrush" because it is grainy, and used the motion blur effect to create the texture. It had to be done in seperate pieces to create the right "direction" for the texture in each part of the costume.
Last but not least, the colors where tuned with photoshop, the original colors were more "pal" or more sepia like. So I used auto-tone,auto-contrast,auto-color in PS and I liked the result because it made the painting look more dramatic.
