More like the "troublemakers". They're not particularly mean or cruel to other students, but they tend to cause trouble as they just kinda do what they want and don't really care about the school's rules. And that usually gets other students in trouble too.

It's just the same, that is, they may not be "cruel" in terms of saying humiliating words or other things, but cruelty also comes from not letting other students participate freely and cleanly in some class or even in a sports school competition.

Sort of, yes. The Elements of Harmony are the biggest source of "good" power in Equestria and in the EQG world after Sunset brought them there. They represent six virtues, that are important for friendship and harmony, and when Sunset turned good, there was a seventh added. These guys are the exact opposite. They're the antagonists and counters to Sunset and her friends and so their elements represent seven sins or vices, which cause chaos and disharmony. The typical yin and yang idea.
