Well, technically yes and no. He is one half of a whole of the God of Chaos Aesir. In the game, it explains that Aesir felt pity for the humans and the lack of free will. So he split himself into two, Loki, the one who desired free will, and Loptr, the one who wanted to enslave the humans. So his other half, Loptr could be considered a brother, but it's up for interpretation
