I use photoshop if thats any help. I will paint the picture and the eyes without any glow. After I'm finished and happy with the picture ill make a new layer on the top of it and with a very soft brush just paint over the eye with a solid block of color (pale blues for dk, fel green for belf etc), there are layer styles you can set a layer to like 'hard light' 'linear light' or 'screen' which will give you that glow/pop effect. Sometimes ill do it several times over to get cool effects. I would just experiment with eye glows until you find a method you are happy with. I think the way you draw blood elf eyes is lovely. They look like gemstones.
