Is this done on photoshop? What else do you need to paint digital art like this?

All done in photoshop with a pen tablet.

I used custom made brushes to do the background but the Elf/figure and rain etc. were all done with a standard brush that is included with every version of Photoshop.

There are also other tricks like gradient layers and overlays which can enhance lighting effects etc.

Other than that, what you need is the idea, and the motivation to learn.

Everything is painted from scratch. I just didn't have any screenshots of the trouser process unfortunately.

(Slide 3-4 shows a little bit on the left) Worked from dark to light with a standard brush that comes with PS. Also it helps to work really big, so when you shrink your final image, your eyes do most of the blending for you.

I think it's funny how she started off looking like a bit of a hippy with the pendant then turned into a badass.
