Description
The original concept which is on top is from one of the older episodes of Villainous from 2012 while the below one is my art and yes I tried to make it look like from the official Cartoon Network version of it and it turns out great! Plus you can see my signature on the curtain of my drawing which is the "RD" with the star on itI made this screenshot remake about 2 days but anyways hope you like it!(also today is my start of classes so I might not gonna post a lot or just post things quickly)
Characters used here: Black Hat and the Pirate guy which idk the name

That Pirate guy is probably Captain Hook, actually.
he keeps failing at capturing the kids, there are similarities. So it would make sense if it was Captain Hook, and since he keeps failing at capturing the kids, the other pirates would laugh at him and make fun of him.
