I acctually have a theory concerning that. We can see many times during the show, that ALL ponies, not just the unicorns, are capable of magic. Pegasi can manipulate the weather, for example. Further, there are such things as Fluttershy's Stare, and Pinkie's Pinkie Sense.
What we can gather from this is that ALL Ponies possess magic to some degree. Unicorns simply have the greatest control over it.
I believe that all ponies are capable of forming a fairly short-ranged magical-magnetic feild, capable of attracting all physical objects. This makes items 'stick' to their hooves when turned on. Make sense? Any questions?
