probably because isabelle its al day working meanwhile the mayor its doing his mayor work for like... erm... 3 minutes?, to me seems legit what isabelle its the mayor in the shadows, because, what you tink she could be doing when you aren't looking?, she stays all the days and nights inside of the town hall and only get out for follow you and confirm where the public project will be instaled and for inaugurations
