That's all you, man, because you created a wonderful scene with a lot of heart. From there it opened up everyone else's minds to imagine even more about what the young little ones would be like. If you're overjoyed and reveling in its awesomeness then you have only yourself to blame.
Dangit though, now I'm tempted to dust off the tablet and modify this to work as a desktop wallpaper. (Separate them enough for the locked-screen box; create a night-to-day gradient, etc.) It would be a lot of work, and I'm not sure I'd care about my friends thinking realizing what a sucker I am for the truly adorable.

Seriously, this pic seems like it could spawn some different fanfiction ideas involving their origin or of Baby Celestia and Luna. I myself have an idea that invokes the origin concept that they were created in a private genetics lab and that the reader, in second-person perspective, gets to look after them. Babysitting, if you will.

I do have a few ideas for a possible story, though, mainly just interactions with the two foals.

The timeline was on 4chan a long time ago, so it's anybody's guess whether or not it was archived. Basically it was just a list of years and short descriptions of what happened: wars, fuel crisis, alternative energy, trying to tap the sun directly and some disaster, bioengineering being that could use/control the types of energy, using equines, etc.
"Treatment" is jargon for a description of a story that includes notes and all of the pertinent information. Structurally they sound suspiciously like how five year olds tell stories they make up. (Example omitted.
If your ideas with the foals are pretty much bite-sized then, with your talent, a series of short comics may be a good route to take too. I guess it depends on the mood and storytelling style you want, too. Best wishes if you pursue it.

Well, as I mentioned, I kinda wanted to make it second-person perspective so that it would seem like the viewer was the one doing it. If I did a series of comics, how would I be be able to go about that? Like, how would I portray the one looking after them? Or should I do another way? I mean, comics sound nice and all but I'm just wondering how I should do them.

Yes, that's the one. I never read the whole thing before, but it's not bad.
Second-person writing is extremely difficult mainly because you're "taking control" of the reader, and it's a balancing act to make sure each reader thinks what you're making them do is reasonable. (The big exception is the "choose your own adventure" stories, and there's at least on pony version of those now.)
I can hardly conceive of how to make a second-person comic, especially without knowing the details, but that's very different than saying it's impossible. The concept is at least three planes of artistic enlightenment higher than where I'm stuck... but you're easily a plane or two higher than I. (First-person-shooter style comes to mind though. 
Here is the "treatment" example I was hoping to avoid
She notices that those "eating undercooked meats..." posters now have an added section on which egg of a hard boiled egg to crack. It seems like nothing but then she realizes that for some reason a lot of ponies have strong opinions on various aspects of the change. It turns out that conspiracy theorists have decided the change is a secret message from the government: the brainwashed masses are building a giant wooden model of a human princess that they'll leave outside dragon territory, after it's filled with hundreds of pony warriors.
In the end Twilight finds out that the posters were sent out on April Foals Day and some printing office clerk thought it would just be funny to add that. Then Twilight ends up visiting the dragons to explain that there really isn't a plot against them like they'd heard. She turns over the clerk and the dragons debate which side of her to crack first for a while, but then they let her go.Phew!

That would be a lot of fun and a good exercise for doping out how to "direct" a comic. From now on FPS will mean First Pony Sitter.
My example is oversimplified, but basically yes. It's basically a way to pitch a story that doesn't have to give details and dialogue. I think the way I wrote the order, revealing things as discovered, is correct. It's the same as the story itself. (When I write something with a complex history I write that out first, but only as reference for what needs to be worked into the story.)
