They didn't cause terrorism and mass murder... yet. Just like the servants, the first officers focus on capturing the elemental guardians, however, the Smash Fighters stops them in their path. While the servants are on the search for elemental guardians, the general of doom assists Nirnasha of creating a powerful disease called the Disease of Hate. As the hate consumes the victims' heart, soul, and mind, they will become Nirnasha's brainwashed, sadistic minions. They will be told to capture the elemental guardians under his command. So, the servants, the first officers, and the general of doom are focusing on capturing the elemental guardians first. The only reason they kill the mortal humans is because they are standing in their way.
