CATS (Criminal And Terrorist Services) is the creation of Countess Miklos (aka public domain character Leopard Woman ) a Hungarian spy who served the German government during World War I. She eventually fell in love with her rival, British agent John Culbertson, and might have lived a long, happy life with him after the war if not for a failed assassination attempt sanctioned by the British government that failed to kill her but resulted in Culbertson's accidental death. A bitter Miklos resumed her Leopard Woman identity and began plotting against all governments and institutions of power. She began recruiting female agents for an international espionage network that became CATS. After decades of success, CATS. had become one of the top spy and assassin collectives for hire. Appropriately, CATS often clashes with the anti-espionage group MICE .Goals: Acquisition of wealth and resources.
