It's like watching the process of an actual shot from the show.
Like really, even the highest budgeted cartoons start out as storyboards as simple as that.

Storyboards can be very roughly drawn. They are just one of the FIRST steps on the long road to the finished story/movie.

And the fact that somehow this road is longer for a manga than an anime is something I'll never understand about filler.

Well if you make an anime, based on a manga, doesn't the manga already "count" as a storyboard, so that one work step falls away?

Well that's another thing. A manga crams a lot of story into just one panel
And an animated series, American or Japanese is 22 minutes worth of story that needs 22 minutes worth of storyboards.
The average manga doesn't even cover 10 minutes of sustainable animation material. No, reading it slowly doesnt count.

It's not always like that. It depends on the content of the panel.
Ponies are easy to draw, because you can find examples for their poses and expressions, and they don't have fingers/claws. Plague's hands can actually be tricky to draw, and here in this panel I had to figure and test some things out first.
If you look closely at the first, very raw, sketch, you will see Plague's body looks still very stiff, even though it just caught a lightning bolt. In the next sketch I figured, the hit from the lightning, should actually pull Plague's arm and body a bit backwards, because the bolt wouldn't just stop.
Drawing some sketches to develop a scene which seems tough to draw, will make it easier to reach your goals and you will also find out stuff you haven't even seen at first. In short: Sketches can never hurt. That's at least my opinion.

yes but since you draw later digital. wouldn't it be then easier just to sketch over in one layer? so you can change immediately or on different layers?

The comic would be drawn much faster then, but I doubt you could still tell what was even going on in the story XD
